Could rising tensions between the US and China lead to conflict?

The geopolitics of the twenty-first century are defined by the uneasy friction between the established global hegemon, the United States, and the rising, assertive power of the People’s Republic of China. For years, policymakers, academics, and military strategists have engaged in a grim exercise of scenario planning, attempting to map out the contours of a potential "Thucydides Trap"—the historical inevitability of conflict between a reigning power and a rising challenger. However, a growing consensus among intelligence analysts suggests that the greatest danger currently facing the Pacific is not a calculated invasion of Taiwan or a deliberate declaration of war, but a localized, accidental miscalculation in the volatile waters of the South China Sea that spirals beyond the control of both Washington and Beijing.

The South China Sea has become the most dangerous maritime theater on the planet. It is a vital artery for global commerce, with over $3 trillion in trade passing through its waters annually, yet it is also a claustrophobic zone of overlapping territorial claims. China’s "nine-dash line," an expansive and legally contested claim to sovereignty over nearly the entirety of the sea, stands in direct defiance of the United Nations Convention on the Law of the Sea (UNCLOS) and the interests of regional neighbors like Vietnam, the Philippines, Malaysia, and Brunei. When the U.S. Navy conducts "Freedom of Navigation" operations (FONOPs) to challenge these maritime assertions, the two militaries come into lethal proximity.

The danger lies in the high-frequency interaction between American reconnaissance aircraft, guided-missile destroyers, and their Chinese People's Liberation Army Navy (PLAN) counterparts. These interactions are rarely cordial. Reports of "unsafe intercepts" have become routine, with Chinese pilots performing barrel rolls over American P-8 Poseidon aircraft or PLAN vessels cutting sharply across the bows of U.S. warships. Analysts point out that in the high-stress environment of the South China Sea, a single fatigued pilot’s error, a misunderstood radio transmission, or a trigger-happy deck officer could result in a collision or an exchange of fire. Once that threshold is crossed, the trajectory toward full-scale war becomes chillingly autonomous.

The absence of robust "off-ramps" is the central failure of modern diplomacy between the two powers. During the Cold War, the United States and the Soviet Union developed a series of de-escalation protocols, including the famous "red telephone" and various hotlines, to prevent accidental escalation from leading to nuclear annihilation. While U.S.-China military-to-military communication channels exist, they are notoriously fragile. Beijing has, at various times, suspended these contacts as a form of diplomatic protest, leaving a vacuum at the exact moment crisis management is most needed. Without a high-level, real-time crisis resolution mechanism that is insulated from the broader diplomatic friction, a minor skirmish could escalate from an encounter to a firefight within a matter of hours, and from a firefight to an theater-wide conflict within days.

If such a skirmish were to occur—perhaps a collision between a Chinese fighter jet and a U.S. surveillance plane that leads to a fatality—the political pressure on both leaderships would be immense. In Washington, a public clamor for a forceful response would collide with a desperate desire to avoid a war that would ruin the global economy. In Beijing, the Chinese Communist Party’s legitimacy is inextricably linked to its image of national strength and resistance to foreign interference. An apology or a concession would be viewed as an intolerable display of weakness. Thus, the logic of escalation takes hold: retaliation, counter-retaliation, mobilization, and finally, the activation of pre-planned combat protocols.

What would a full-scale conflict look like? Modern military modeling suggests it would bear little resemblance to the industrial wars of the 20th century. It would be a "systems-destruction" war, focused on the neutralization of electronic capabilities. The opening salvos would likely take place in space and in cyberspace. Both nations have invested heavily in anti-satellite (ASAT) technology. In the first minutes of a conflict, one side—or both—would attempt to blind the other by targeting satellites essential for GPS, intelligence, surveillance, and communication. A war in the Pacific would, by necessity, become a war against the other’s sensory network.

If the fighting escalated to the conventional theater, the primary objective would be the suppression of enemy air defenses and the degradation of naval power. The U.S. strategy of "AirSea Battle" has evolved into concepts like the Joint Concept for Access and Maneuver in the Global Commons. This relies on long-range standoff strikes, utilizing stealth bombers, submarines, and carrier-based aviation to penetrate Chinese "Anti-Access/Area Denial" (A2/AD) bubbles. China, conversely, has built a formidable arsenal of "carrier-killer" missiles, such as the DF-21D and DF-26, designed to keep the U.S. Navy at a distance, forcing the U.S. to operate from vulnerable bases in Guam or distant aircraft carriers.

The human and economic toll of such a conflict would be unprecedented in the modern era. The global economy is so deeply integrated with the manufacturing power of China and the financial systems of the United States that a decoupling of this magnitude would result in an immediate, global depression. Beyond the economic wreckage, the military loss of life would be staggering. Unlike the asymmetric counter-insurgency operations the U.S. military has conducted for the last two decades, a war against a near-peer competitor would involve high-attrition combat. Naval vessels, which take years to build, could be lost in minutes. The loss of a single U.S. aircraft carrier would involve thousands of casualties; a similar blow to China’s fleet would represent a catastrophic loss of national prestige and capability.

Crucially, the risk of nuclear escalation remains the silent specter hanging over every simulation. While both powers maintain a doctrine of "no first use" or "deterrence," the fog of war has a historical tendency to strip away such nuances. If the United States were to achieve a decisive victory in the conventional space, Beijing might contemplate the use of tactical nuclear weapons to break the blockade or prevent the collapse of its defense systems. Conversely, if China were to strike decisively against U.S. infrastructure, the domestic political pressure in the U.S. to authorize a nuclear response could become overwhelming. The distinction between conventional and nuclear warfare becomes dangerously blurred when a nation perceives its very existence—or the survival of its governing regime—to be at stake.

Regional allies, particularly Japan, Australia, and the Philippines, find themselves in a precarious position. Japan, which hosts the bulk of U.S. forward-deployed forces in the Pacific, would be an immediate target for Chinese missile strikes in the event of a conflict. Tokyo’s integration into the U.S. defense umbrella means that it is effectively a belligerent by geography, regardless of its desire to remain outside the conflict. Australia, likewise, faces the dilemma of being a core member of the AUKUS pact while being economically tethered to China. A Pacific war would tear the regional security architecture apart, forcing every nation to take sides, effectively ending the era of regional stability that has persisted since 1945.

As intelligence analysts survey the horizon, the focus is increasingly shifting toward "de-escalation architecture." There is a recognized need to move beyond the current state of "managed competition" and toward a more robust framework for crisis prevention. This would require, at a minimum, a permanent, 24/7 deconfliction line between the Pentagon and the Central Military Commission in Beijing, modeled after the Cold War's most effective hotlines. It would also require a mutual agreement on "rules of the road" for maritime and aerial encounters, explicitly defining what constitutes an "unsafe intercept" and establishing protocols for handling accidents—such as providing immediate search and rescue access to both sides in the event of a crash.

However, the political climate in both Washington and Beijing is currently ill-suited for such diplomatic bridge-building. In the United States, being "tough on China" is one of the few points of bipartisan consensus. Any move toward deeper engagement or new treaties is often framed by political opponents as appeasement. In China, the rhetoric of "great rejuvenation" and the narrative of national humiliation at the hands of Western powers make any form of military transparency appear like a compromise of sovereignty. When domestic political optics are prioritized over strategic stability, the space for diplomacy shrinks.

The intelligence community’s warnings are ultimately a plea for sobriety in an era defined by hysteria. History is littered with conflicts that nobody wanted but everyone participated in. The outbreak of World War I, often cited as the ultimate example of unintended escalation, saw a web of alliances and a lack of clear communication trap the great powers of Europe in a conflict they could not stop. The South China Sea has the potential to become the Sarajevo of the 21st century—a small, localized trigger that activates a catastrophic chain reaction.

Yet, there is a glimmer of hope. The very high stakes of a US-China conflict—the threat of mutually assured destruction, economic collapse, and the end of the current international order—also serve as the ultimate deterrent. Both Beijing and Washington are fundamentally rational actors, even if their strategic goals are diametrically opposed. They understand that a war, even one that is "won" in the tactical sense, would likely end in a pyrrhic victory that leaves both nations crippled and their respective systems of government irrevocably changed.

This realization has led some analysts to propose a "strategic pause" in the race for technological and military superiority in the Pacific. By focusing on non-lethal areas of cooperation—such as climate change, space traffic management, and maritime search and rescue—the two powers could slowly build the trust necessary to handle a potential crisis without reaching for their weapons. Such confidence-building measures, however small, are the only buffer against the tide of history.
